Today is July 1st and New Laws Take Effect in Indiana Including Hands-Free Driving

STATEWIDE -- Several new laws are now in effect in the Hoosier state.
Using cell phones in cars must now be hands-free, with an exception only if the driver is calling 9-1-1.
Indiana is also increasing the age for smoking or vaping by requiring someone to be age 21.
Another new law makes students' test scores no longer a part of teacher evaluations.
And in a medical billing change, patients who seek an out-of-network medical practitioner at an in-network facility can't be charged more than the in-network price.
