Jasper Redevelopment Commission Presents 2024 TIF Management Report

At Tuesday morning’s meeting of the Jasper Redevelopment Commission, fiscal reporting and financial planning were the focus of the agenda. A claim from Hafer was approved for professional services related to the new outdoor pool. A claim was also approved for Baker Tilly for services that include the creation of the TIF management report as part of the Indiana Redevelopment Commission’s reporting requirements. 

Clerk-Treasurer Kiersten Knies presented the annual Department of Local Government Finance (DLGF) Tax Increment Finance (TIF) Management Report, which was prepared by Baker Tilly and approved by the Commission. This is an annual requirement of the RDC and is one of several reporting deadlines throughout the year. It details the previous year’s activities, including monies received and spent from TIF districts, the names and earnings of the local Redevelopment Commission members, and which areas of the city are designated as TIF zones. 

Current TIF allocation areas include Jasper Central Allocation, the Riverfront, University Heights, and Northridge Estates. The total revenues and expenditures for the 2024 calendar year were broken down by TIF area and provided totals for all Redevelopment Commission expenditures by category. Balances as of December 31, 2024 were also presented for each TIF fund. A detailed reporting was given on debt payments for all TIF areas, including total outstanding principal and interest, principal and interest paid on the debt, and bond maturity dates. As required, the report has already been presented to Council. 

Parks Director Tom Moorman gave a progress update on the outdoor pool, noting that construction is still on schedule. The slides are in and will have a safety inspection in the coming weeks, and the dive tower is nearing completion. The pool deck will be installed soon, and a party tent will be available as a rentable space for parties and events. Sun shades installed in the pool area will also provide more shaded space availability. The pool should be filled by May 1, in plenty of time for the anticipated opening on Memorial Day weekend.
