Jasper City Council Paves the Way for Community Development
The Jasper City Council met on Tuesday evening to review a series of resolutions and
ordinances related to and community development and planning.
A resolution was passed authorizing the transfer of about $75,000 of previously appropriated
funds into the Community Crossings fund, which will be used to pay for a change order for the
Dewey Street Project.
To address recent staffing changes, Resolution 2024-8 was passed to appoint a new
commissioner to the Indiana Municipal Power Agency. It officially terminates Gerald
Hauersperger’s tenure as Commissioner on the Board and appoints Rob Young to that role.
The Council also passed and adopted Resolution 2024-9. The resolution supports development
of a Northside Sewage Treatment Plant and an application for funding from the state revolving
fund and addressing related matters. This resolution’s adoption expresses the Council’s support
for the Jasper Northside Municipal Wastewater Treatment Plant, which will make a more
competitive funding application.
Ordinance 2024-6 was passed, changing the zone map and establishing the Indiana Desk
Planned Unit Development District. This amends the City of Jasper’s official zoning map and
also establishes development standards for the Indiana Desk PUD District. It was given a
favorable recommendation by the Plan Commission on May 1 st and was also passed by the
Common Council on May 22 nd .
Regarding the North Ridge Subdivision, Resolution 2024-11 was passed, which adopts a written
fiscal plan and establishes a policy for the provision of services to an annexed area. It adopts
the specific policies regarding the implementation of the plan and defines policies to provide
services in accordance with the plan. Also for the North Ridge Subdivision, the Council passed
Ordinance No. 2024-8, annexing certain adjacent and contiguous territory into the corporate
limits of the City of Jasper, Indiana. The ordinance annexes and declares the North Ridge
Subdivision property to be part of the City of Jasper and assigns it to Jasper Common Council
District 6N.
Ordinance 2024-9 of the Common Council of Jasper, Indiana was passed, designating an
economic development target area in the Indiana Desk District. A tax abatement was applied
for, which was scored by the economic development commission. In order for the project to
receive the abatement since it has retail as well as residential spaces, this ordinance would
identify the area as an economic development area, making it eligible to qualify for the
abatement. It also designates the project area as an economic development target area, but
does not approve the tax abatement itself.
The Council passed and adopted Resolution 2024-10, designating a portion of the City of Jasper
as an Economic revitalization area for the district of Krempp Corporation, Inc. This resolution
designates the previously determined economic development target area as an economic
revitalization area. The tax abatement for this area must be renewed annually, so any
adjustments or concerns regarding management or adherence to the resolution can be
addressed at that time.
