INDIANA STATE POLICE LOCATES SEX OFFENDER WANTED FROM UTAH

Troopers from the Bloomington Post and Indiana State Police Internet Crimes Against Children (ICAC) Detective Robert Whyte located and arrested Wednesday, March 12th, a sex offender wanted on charges from Utah. 

Detective Whyte had initiated an investigation into Scott D. Kain, Age 37, of Bloominton, for child solicitation and dissemination of matter harmful to minors after receiving a cybertip report from the National Center for Missing and Exploited Children (NCMEC). According to the cybertip report, a juvenile female victim had reported that Kain requested images from her on the social media platform Discord. The female victim had also reported that Kain threatened to harm her if she did not provide the requested images. NCMEC is a private, non-profit organization providing services nationwide to families and law enforcement officials relating to the prevention of abduction and sexual exploitation of children. 

Using various investigatory techniques, Whyte learned Kain was residing in Knox County, Indiana. Whyte learned Kain was a previously convicted sex offender and was required to register which he failed to do so in Knox County. A felony warrant was issued for failure to register as a sexual offender. As Whyte continued his efforts to locate Kain, ICAC Investigators from Layton, Utah, contacted him and advised a 14-year-old female victim had been interviewed and indicated that Kain had solicited nude images of her. According to the Utah female victim, Kain had also threatened to allegedly murder her if she did not comply with his request. A warrant had been requested and issued for Kain’s arrest in connection with the Utah investigation.

Whyte continued his efforts in locating Kain and learned the suspect was living in the basement of a southern Monroe County residence. Whyte applied for and was granted a search warrant for the residence. With assistance from Troopers Matthew Harris, Tyler Trueblood, and Jesse Crane, Kain was arrested without incident. Whyte’s investigation also revealed that Kain had been living in Monroe County since July 2024 without registering with the county as a sex offender.

Kain was arrested on warrants from the following venues and for the following charges:

Knox County:

  • Failure to Register as a Sex Offender
  • Two counts of Child Solicitation
  • Two counts of Dissemination of Harmful Matter to Minors
Davis County, Utah:
  • Enticing a Minor (2nd Degree Felony)
Monroe County:
  • Failure to Register as a Sex Offender (Local Charge)

Kain was transported to the Monroe County Jail where his custody was transferred.

The Indiana ICAC Task Force is a multiagency task force that investigates and prosecutes persons who use the internet to exploit or entice children sexually. The Indiana State Police oversees the task force.
