Dubois County Council: 12/27/23

Dubois County – On Tuesday, December 27th the County Council met for a special meeting to wrap up
a few year-end items.
This included resolutions to transfer dollars from one line item to another within the same budget.
These appropriations included the general fund, jail fund and the highway fund.
An ordinance was also
approved for the Highway Fund Transfer to meet state requirements.
In other business, the Council approved the resolution for the Interlocal Agreement between the City of
Jasper and Dubois County for the 15th street extension project and construction of the bridge.
Michael Kluesner also briefed the rest of the Council on the Hoosier Enduring Legacy Program (H.E.L.P.).
The county and city of Jasper previously collaborated for a $1 million grant application which was
approved in 2022. To start the process of identifying potential projects for these funds, four pathways
were defined followed by several public meetings held for input. Two of the projects considered were
for supporting the sewer district and the regional wellness center. These did not qualify for this grant
money as the committee learned later the funds needed to be used on projects to support low-income
eligibility programs. Ultimately what was approved was $300,000 to support Tri-Cap to assist with their
classes and facility needs and $700,000 for low-income owner-occupied residential rehabs. The Region
15 group was asked to manage the two grants which should start in 2024.
